Yes, that would be fairly arrogant. The only people making this claim, though, are theists - usually as an accusation against atheists and science. Most atheists are intellectually honest enough to not make this claim.

Science has investigated and learned about many naturally occurring phenomenon. Beyond that, science is still investigating.

At no point is there an assertion that science has all the answers.

Science, however, is our most consistently demonstrably accurate tool for investigation.
